Survey to help landlords deliver safe and decent homes

Two out of three homebuyers use a survey to haggle the price

The Mi Buy-to-Let (MiBTlL) Survey comes in response to the new Homes (Fitness for Habitation) Bill, which becomes law in March 2019, and puts a heavy legal responsibility on landlords to provide safe and decent homes for tenants.

The product includes a detailed survey of the property condition, and provides a review of the 29 hazard profiles listed by the Housing Health & Safety Rating System (HHSRS), which are the standards used by local authorities to assess properties in the private rented sector.

According to the Residential Property Surveyors Association (RPSA), which has created the survey, it is the only product of its kind which brings together the assessments of condition and safety. It hailed it as the most reliable way for landlords to deliver safe and comfortable homes for their tenants.

Alan Milstein, chairman of the RPSA explained the new bill would put a strong legal obligation onto landlords to provide decent and safe homes for tenants – not only at the start, but throughout the tenancy.

He said: “It became apparent to us, some time ago, that there was a real gap in the market for a survey product that helped landlords protect their investment and reduce the risk of prosecution.

The RPSA Panel operates throughout England and Wales and consists of locally based independent surveyors who have been specifically trained to offer the MiBtL survey.
